| Frost mages and rogues, both level fairly well as frost mages can do area of effect farming killing 20 mobs at once while rogues can stealth through some lower level instances and get to chests and stuff like that that are needed in quests without fighting too much. All in all I say frost mage but I only leveled a mage to 24 or so and a rogue to 7.
Edit:Fixed mage level, found her on the armory.
