Paladin HP Rule

I am debating whether or not this rule should be applied to the Frozen realm. With holy shock on prots impossible I don't believe that it really should be an issue on the Frozen realm, and since talent stacking is actually impossible you can't get 60% of your stamina transfered into spellpower which reduces the prot damage a lot (loltonsoftalenthackers). Also if Strength to Block is fixed then prot will become a competitive spec for pvp due to shield of righteousness and their healing isn't all that bad at times, and their survivability however they get really close/over the 30k hp limit really easily in T8 tanking gear without even gemming for stam.

All in all it is mainly a question, does the 30k hp limit for paladins apply to the Frozen realm or not?
