Anyways, I still dont believe that shatter (http://www.wowhead.com/?spell=12983) is working how it should. I have come to this conclusion because my native crit chance is 48% and given that shatter should give another 50% i should be critting pretty much every time someone is frozen. I don't crit any more often.

In relation to shatter not working, it would be cool if you could fix the Water Elemental. Id be glad to help with any testing on my mage. If the WE and shatter both worked, mages would be virtually un-killable i know. However, it would make this server alot more fun for non-donor mages.
