GM's can spawn vendors, but they can not save them as far as i've noticed.

The engineering trainers i spawned in the emerald dream for lazy people were gone after a restart a few times, but i think they're saved now, so actually, i'm not sure.
They should be able to spawn them correctly, if the server doesn't crash on them :3
